  1. (i) Your passport is a valuable document. It should always be either in your own custody or in the custody of a person duly authorized by you. If lost or stolen, the fact and circumstances should immediately be reported to the local police station and police report obtained; and to the nearest Indian Mission.
  2. (ii) It is an offence under the Passports Act, 1967 to furnish false information in the application. Passport facilities can be denied on grounds of suppression of factual information, submission of false particulars, wilful damage of passport and for making unauthorized changes in the passport.
  3. (iii) Your passport can be impounded or revoked by the Government of India under the provisions of the Passports Act, 1967, in which event you will have to surrender the passport to the nearest Indian Mission.

  4. (iv) Mode of Payment of Fees : 

    • * At High Commission’s Counter – payable by banker’s cheque in favour of “High Commission of India, Wellington” or by cash only. We do NOT accept Credit Cards/EFTPOS/Money Orders etc. 

    • * By Courier/Post – Only by banker’s cheque in favour of “High Commission of India, Wellington” payable at Wellington. Personal Cheques or Money Orders are not accepted.  

    • * Fees once received will not be refunded under any circumstances, even if the application is withdrawn by the applicant or services are not provided to the individual if his/her case does not qualify for that particular services

  5. (v) A passport should not be sent out of any country by post. All application sent through post/courier must be accompanied by self addressed courier pack. Please check with your courier company regarding delivery status of your application.

  6. (vi) We are unable to entertain any telephonic/fax/e-mail queries regarding receipt of applications, status passports or miscellaneous services before expiry of the time limit indicated for processing the different services.

  7. (vii) Processing time of applications is reckoned from the date of receipt of completed application forms at High Commission of India.

  8. (viii) A new passport can be applied for immediately on expiry, or up to one year before expiry, of any passport, which had an initial validity of ten years. The application for a new passport should be submitted along with the existing passport and the requisite fee of NZ$ 115/- for a 36-pages passport booklet and  NZ$ 150 for 60 pages passport booklet.

  9. (ix) A Minor up to the age of 15 years is issued with a passport of five years validity for a fee of NZ$ 80/-. The minor’s passport application must be accompanied with attested copies of parents’ passports.

  10. (x) In case more than one year has lapsed since the expiry of the passport, the applicant will need to submit  a letter confirming "Denial of New Zealand Citizenship" ( Please contact the Department of Internal Affairs, New Zealand- www.dia.govt.nz)

  11. (xi) Normally, it takes minimum 7 to 8 weeks to process and issue a new passport.  However, if the old passport is not issued by High Commission of India, WELLINGTON, it may longer, subject to the clearance from the concerned authorities.

  12. (xii) The issuance of a new passport in lieu of a passport issued by passport issuing authority other than this High Commission depends on the clearance from the passport issuing authority, from where the existing passport was issued.

  13. (xiii) Change in appearance : Applicants may apply for re-issue of valid passport for change in appearance subject to personal interview with the passport officer, whenever required. This will also apply to SIKH applicants who intend to go for re-issue of valid passport, renewal of passport due to change of appearance from turbanised photograph to clean shaven photograph and vice versa.

  14. (xiv) TATKAL Passport: This service has been suspended w.e.f. 25th November, 2015,  as foreign Governments/ Airlines may deny Travel, Visa or Entry to any person travelling due to strict enforcement of rules on Non Machine Readable Passports / Hand Written Passports.


A child born in New Zealand on or after 03.12.2004 shall be a citizen of India by descent, if either of the parents ( father or mother ) is an Indian citizen at the time of birth of the child and the birth of the child has been registered with The High Commission of India, Wellington within one year of the birth. Parents of the child have to submit a declaration that the child does not hold passport of another country.

  2. (ii) Complete the birth registration form for Indian Citizenship by decent online at: http://indiancitizenshiponline.nic.in/ic_form_public.aspx   (please select last registration method from the list i.e. "Registration of birth of a minor child at an Indian consulate under section 4(1) of the citizenship act, 1955" ) 

    The birth registration form must be signed by both parents AND must be attested by a NOTARY PUBLIC. Please visit to find a notary near you: http://notarypublic.org.nz 

    [Please note: do NOT get this form attested by Justice of Peace (JP), Lawyer, Barrister or Solicitor] 

    Birth of the child is MUST be registered with High Commission within one year.

  3. (iii) Four recent photographs of 2 inches X 2 Inches (51mm X 51mm) with light background.  Please paste one photo on the application. Do not staple/pin the photographs.

  4. (iv) Both parents passports copy ( Bio Page, back details page and visa page ) Attested by Justice of Peace

  5. (v) Parents' Marriage certificate copy - Attested by Justice of Peace

  6. (vi) Child's birth certificate copy - Attested by Justice of Peace

  7. (vii) Annexure "I" for issue of passport to the child born through surrogacy

  8. (viii) Address proof:  please attach any two of the following: a.) Water/Electric/Telephone/Gas connection bill  b.) Valid Ration card/ Aadhar Card/ Election Commission photo ID  c.) Parent’s passport copy.

  9. (ix) Fee of NZ$ 130 [ $50 for Birth Registrations and $80 for Fresh/ first passport]
    Fee can only be paid by Banker’s Cheque/bank Draft drawn in favour of “High Commission of India Wellington”. * We do not accept personal cheques/Money orders/Credit Card. ** Cash is accepted at the counter if application is submitted in person.

  10. (x) Self-addressed prepaid courier envelope to return your passport. 
    The applicant may use any courier service (with tracking facility) of their choice and are advised to keep the tracking numbers with them as High Commission of India will not take any responsibility in case the courier is lost/misplaced/damaged or delayed. Please do not send the application via ordinary post. Before making any status enquiry about the application please check with the courier service whether the application has been delivered to our office.

  11. (xi) If your child is also citizen of New Zealand by birth:
    A confirmation letter from the New Zealand Passport office, Department of Internal Affairs, New Zealand confirming the child has not obtained a New Zealand passport.

  12. (xii) Interview with Passport Officer may be required on case to case basis.

  11. (xi) Following is mandatory, if the passport has expired more than one year ago 

    a.) Letter confirming "Denial of New Zealand Citizenship"

    b.) Local Police Clearance certificate from  Ministry of Justice, New Zealand

  12. (xii) Self-addressed prepaid courier envelope to return your passport. 
    The applicant may use any courier service (with tracking facility) of their choice and are advised to keep the tracking numbers with them as High Commission of India will not take any responsibility in case the courier is lost/misplaced/damaged or delayed. Applicants may apply for re-issue of valid passport for change in appearance subject to personal interview with the passport officer, wherever required. This will also apply to SIKH applicants who intend to go for re-issue of valid passport, renewal of passport due to change of appearance form turbanised photograph to clean shaven photograph and vice versa.

  • * Divorcees applying for change of name OR for deletion of spouse’s name in existing passport;
  • * Re-married applicants applying for change of name/spouse’s name in passport

  • (vii) Name change Advertisement in a leading Indian newspaper (Please send full page of the newspaper. No photocopies or cuttings are acceptable.

  • (ix) At least two public/school documents issued in the desired/applied changed name [ new name] to ascertain that the applicant has actually changed his/her name

  • (x) Personal Particulars Form ( DOWNLOAD ).

  • (xi) In case of Change in Address please attach any two of the following:

    a.) Water/Electric/Telephone/Gas connection bill 
    b.) Valid Ration card/ Aadhar Card/ Election Commission photo ID 
    c.) Parent’s passport copy.

  • (xii) Following is mandatory, if the passport has expired more than one year ago 

    a.) Letter confirming "Denial of New Zealand Citizenship" 
    ( Please contact the Department of Internal Affairs, New Zealand- www.dia.govt.nz)
    b.) Local Police Clearance certificate from Ministry of Justice, New Zealand

  • (xiii) Self-addressed prepaid courier envelope to return your passport. 

    The applicant may use any courier service (with tracking facility) of their choice and are advised to keep the tracking numbers with them as High Commission of India will not take any responsibility in case the courier is lost/misplaced/damaged or delayed. Please do not send the application via ordinary post. Before making any status enquiry about the application please check with the courier service whether the application has been delivered to our office.

  • (xiv) Interview with Passport Officer may be required on case to case basis.


Emergency certificate is a one-way travel-one-time document, which is issued to Indian nationals who do not hold valid Indian passports and need to travel back to India. It is usually issued to persons detained by New Zealand authorities who are to be deported back to India and to Indian nationals who wish to travel to India on an emergency basis. The following documents will be required for this purpose:

  • * Application Form duly completed and signed. ( DOWNLOAD )

  • * Five recent passport-size photographs

  • * A copy of previous Indian passport, wherever possible

  • * Proof of Indian nationality if passport is not available

  • * Itinerary

  • * Fee : NZ $ 30.00 
Note : Please do not make firm travel bookings before receiving the Emergency Certificate.
Processing Time: No maximum time can be prescribed – it depends on time taken to verify Indian nationality

  1. 1 The image should be 2 inches by 2 inches;

  2. 2 The image must have adequate brightness and contrast;

  3. 3 The skin tone should be natural.  In case of over-exposure or under-exposure of the photo, the skin is either too dark or too light, photo will not be acceptable;

  4. 4 It should show a close up of the head and (partial) shoulders;

  5. 5 The image should be straight looking, centred  with neutral expression;

  6. 6 Face should be in sharp focus and clear with no ink marks/creases/lines;

  7. 7 The face (from forehead edge to bottom of chin) should be 70 to 80% of the photo or one inch height;
  8. 8 The eyes must be open and no hair obscuring the face;

  9. 9 Prescription glasses if worn should be clear and thin framed and should not have flash reflection or obscure the eyes;

  10. 10 Head coverings, hair, head-dress or facial ornaments should not obscure the face;

  11. 11 The photo must have plain  light background;

  12. 12 There must be no other people or object in the photo;

  13. 13 The lighting must be uniform with no shadows on the face or behind;

  14. 14 Red eye photos are not allowed;

  15. 15 No lines are allowed.


The processing times mentioned below are indicative only.

However, the time taken to process an application also depends on the following factors such as; the city / country where the previous / old passport was issued, your current visa status, etc

Please keep in mind that incomplete applications will lead to a delay in the processing of an application, and all applicant(s) are requested to comply with any changes that may occur during this time.

You are requested to make your travel arrangements only after receiving relevant service. HCI will not be liable for any claims of inconvenience/ penalties, applicant need to make changes in their travel plans owing to the delays and/or any inconvenience caused due to any rejections.

Please send a separate pre-paid acknowledgement envelope, if you (the applicant) want acknowledgement of the receipt of the passport.


Holidays, business trips, confirmed bookings made before obtaining passport do not qualify as emergencies and will not be treated as such. Emergencies by definition refer to unexpected urgent situation. Emergency applications must be supported by documentary evidence.


The High Commission of India has the jurisdiction over New Zealand, Republic of Samoa & Republic of Niue.


Applications for all passport/consular services are received at the counter from 0930 hours to 1200 hours on all working days.


Please note that we are unable to  queries regarding receipt of applications before the expiry of processing time limit indicated above. 
Processing time of applications is calculated from the date of receipt of application at the High Commission.
